# How to Make It:
- In a medium bowl, combine cream cheese, Greek yogurt, garlic powder, salt, and black pepper. Mix until smooth and spreadable.
- Lay one tortilla flat on a clean surface. Spread one quarter of the cream cheese mixture evenly, leaving a 1/2 inch border.
- Sprinkle an even layer of bell peppers, carrot, cucumber, purple cabbage, and chives over the spread, arranging colors to mimic Christmas lights.
- Gently press the vegetables into the spread, then roll the tortilla tightly.
- Repeat the spreading, layering, and rolling process with the remaining tortillas and filling.
- Wrap each rolled tortilla in plastic wrap and refrigerate for at least 30 minutes to firm up for slicing.
- Remove plastic wrap and slice each roll into 6 pinwheels. Arrange on a platter and garnish with fresh herbs if desired.
